There's already ratings or whatnot with the medals above your avatar.
Nobody uses them like this, I've never seen them called into account like what you're fearing.

The medals indicate being active on the forum. It's hardly something one can use to back up their argument. However, I have seen some people use lines like "you don't raid so how would you know that" to try and silence others. Achievement points show how much someone has played this game, so I can foresee it being used in debates about content consumption and longevity. "The game is not stale for you only because you have less than 5k achievement points."
Not that it matters, though. People who would take apart their fellow players instead of flawed reasoning aren't worth engaging.

To be fair, that's a legitimate argument in some cases. Quite often I've seen bad advice thrown around. It'll get people by for lower content, and may give the immediate resolution someone's looking for. But wouldn't ever hold up in endgame content. It's better to get whatever is in question resolved properly rather than some lazy alternative unsuited for endgame.
That being said, I don't have my o12s kill yet, so no achievement for me![]()

If the advice is bad, it's bad because there is a better way of doing things and not because the advice giver doesn't raid. Comments should stand or fall on their own merits.

Because unlike points these medals dont even mean much. You get them no matter how deeply you play the game as long as you post enough. Points on the other hand are created by playing the game itself thus a low amount could be seen as not doing many parts of the game but it also should never be used to put down a argument.
About punishment and mods: There are enough people on this forum that have posted personal insults and are still posting. So I am not really sure if they would truly punish such posters. But if they do, then I would have less problems with them showing the points.
