Lore justification isn't quite the same as gameplay balance and limitation.

Lol, lore justification... SE has always held by the "its too difficult, and real primals are too big and flashy to make sense in XIVs battle system", the lore justification was added into the game to give justification to the design limitation, and so that people would stop asking. Guess what, we got demi-bahamut eventually.

My theory is that BLU is coming in 4.5 to test the waters and see how the players react and use BLU, and the devs will continue to ease the limitations within reason. Its something different and new, and for now it is being played safe, so saying "It's forever, lets riot" is jumping the gun at best, and straight up ignorant of how the developers operate at worst.
