Yet they have due to demand released Bahamut and even mentioned maybe one day as higher levels go they could tap into the main primal abilities and have them at a use by their side.

SE hasn't lived by their definites in the past - neither should you cling to theirs.
Lore justification isn't quite the same as gameplay balance and limitation.
