I'm confused... Which of these is actually how building the weapon works? Do you build up the stats in increments, discarding undesirable stats? Or do you get the whole stat allocation in one random batch?

If the former, then one-in-a-million doesn't make any sense. As long as you can discard undesirable stat increments, getting a perfect 1000 weapon is a lot like overmelding materia (except you're melding two hundred materia at 1-in-4 odds, rather than five at 1-in-20 odds). If the latter, then what is Galactimus talking about?
