    Theory, but what the recast timers could refer to is when these traits "go active." As not all traits are active at all times, some require ability triggers.

    Meaning, this trait activates due to WS1, Trait remains on cooldown for ~length of recast timer~.

    Not likely, but possible.
    Or it could me that if you swap jobs you can't immediately use the trait.
