I sympathize with the idea of old rewards somehow be obtainable again, but the reasoning and implementations presented by you Kooper16, are not really fair or smart.
For once there is a big difference between "us" and you. As you stated you "hate" pvp, not everybody is like that in this game, even if you describe it like that! Reddit is not the "general pvp opinion".
This leads to people spreading misinformation about the mode. Often you hear something like " I dont have time to play this mode 8hrs a day and sit in queue 5hrs"... While the reality is... you can get top100 in 2-3days. Multiple people with a lot time spent for irl place top100 each season. They give out reskins every 2nd season, even if you don't make it the first time, you still got a shot on it. You just shouldn't start with your climb in the very last week or when everybody else is sleeping on your datacenter.
You will get diamond with a 47-49% winrate. On some datacenter this means top10 atm. What I want to say with this, it is not that difficult to get top100 these days, even more so when you played last season and start at a higher rating in the next.

There are, like Lambdafish said, three voucher for each season of type A , B and C. A is for top1, B is for top2-10, and C is for top11-100.
The rewards tied to your tier rating (bronze,silver,gold,platinum and diamond) do not need a voucher and are simply obtained by speaking to a npc after the season ended. (This system is bad btw, because you might miss out on these rewards if you didn't speak to that NPC in the week between 2 season. Once the next started it will be too late.)

The issue a lot of people have with this PvP mode, like yourself Kooper16, is that you are used to the PvE style of reward distribution, everything gets easy and faster to obtainable after some time.
This game has a lot of entitlement problems, many people think they should get any item in the game and nothing should be exclusive. Did you follow the White Raven earring posts btw?
Most RANKED PvP modes in MMO's offer rewards, that are exclusive to the mode and show that these items have some "value". If you make these rewards obtainable with wolf collars, which is the current participation reward, you will get bots grinding for wins in feast to get bronze or silver. The item value will get close to 0, once popular rare items turn into items everybody has. Where is the competition if everybody can get it? It is supposed to be Player vs Player after all huh?

To create NPC-Shops tied to your achievement status would be a possibility. If you have the top100/top10 achievement, you get access to buy top100/top10 rewards from past seasons. But as PvP was a lot different in Heavensward, I am not sure if it would be fair to give out those old rewards too.

The rewards can come back, but they should not be "much" easier to achieve...
