I was confused by this too, I'm sure there must be some reason behind it, guess we'll have to wait till the patch goes live to find out.
Since they didn't write anything it's seems to be a design choice rather then limitations of the system, personally i think it's bad, atleast as a new player i don't feel like running around to unlock the achivement system, seems getting achivements unlocked is an achivement in itself

I think it's their way to further have Hamlets and such be worth going to, prior to the Hamlet Defense feature. I know it bugs some people, but I always liked traveling to many different areas (more so now that I finally have a chocobo...). But I understand it'd be much easier for folks if it was all based in one area.
They just want to make people travel a bit more. Everyone is cluttering in Ul'dah for example. I bet it helps with the server load to have us spread out and also prepares the terrain for upcoming patches.
LOL cash shop! SE's way to tell their player how they appreciate them... pull the carrot and empty your pockets $$$
And to those who support it: you are kicking yourselves. -- We just need to sit back and laugh at people with cash shop items.
