Though, as I said before, that kind of design would be a bit dumb: not everyone has time to idle by the vendors waiting for the Recruiter NPC to spawn whenever he pleases. /shrug

Doubtful. You can view the earrings at the Rising Attendant under the rewards. Both the White Ravens and the Manderville Earrings are 50 Rising Tokens each.
