the main difference is what the zone's names imply:

A sanctuary implies a tucked away safe haven from the rest of the world. (Hence the name Sancutary of Zi'tah) And also there are mountains that tuck it away in that little alcove of a zone. Unlike The Black Shroud which is supposedly taking up the vast majority of the the Eastern shore line in Eorzea. That alone should say there should be a middle ground between the two zones being plains-like with the vista of the massive trees of the Black Shroud in the distance.

Oh and the note about "new" zones in WotG...those were later added just so they could say "new zones" in this expansion, it wasn't like there were missing zones in the same sense of what is going on here. Those new zones were merely alternate routes that fit side by side with the existing zones' layout. But I guess if you want to call them missing from release you'd be correct because they were not there, but you are wrong in the sense that they were missing and were later added to 'fix' a zone layout problem.

Its just funny that people can say that its all fine, when there are a lot things that were purposely written on the world map that are not in the game. My main concern wasn't the fact that the missing zone is a problem NOW, but to better examine the world map and make the NEW MAPS fit accordingly...instead of this jumble mess we have now.
