If the PS4 version runs at 25 FPS in Thanalan then the PS3 version must have ran at like 10 because there's a considerable difference between the two, and the PS3 version certainly wasn't unplayable.

Depends on what you define as "unplayable". To me, 20FPS borders "unplayable". *shrug*
