Yeah I was going to raise some similar things to what you said but you beat me to it, essentially rounded up what I was thinking though.

In the end content is individually valued by each player and they decide what is or isn't enough for them so there can be moments when they just don't have enough to do, but one man's trash can often be another man's gold. Some players have no intention to touch Eureka at all which is fine, (it's still content though), but I know a couple of players alternating between that and working on a Ultimate's Refrain prog. Both things couldn't be further apart from each other yet it's something they are working towards and they are happy with those little projects.

Perhaps if there was no Ultimate raids to please the hardcore raiders, maybe it's possible things like Heaven on High would of been released sooner as more resources could of been spent on it rather than niche content. It's nice to have regardless, but something has to compromise somewhere and if there is a little bit longer of draught for some players, then it's likely connected to other content in some form.
