With FFXIV specifically, I've encountered... I think two.Out of my 4-5 years on this game, I have only come across one person who RP'd in a dungeon (it was a tank), and it was via DF... but it was harmless. I had no idea what they were doing at first (cuz I had never seen RP on an MMO beforesomehow, at least... not that I'm aware of.). They were just acting as a strong, valiant female paladin. So, I'm guessing the majority of people who do RP in dungeons usually RP in pre-made groups as Billy does. Unless it's like... ERP in public, I think it shouldn't be a big deal.
One was still pretty decent, so I payed no mind. Another one though... A dps that RP'd as a pacifist, so he wouldn't hit any of the enemies and was mad at us for killing the enemies. If people get Ms Pacifist in their parties, I can see where some of the distaste comes from.
I also did get one back in my WoW days with a Warrior RPing as the protector of Goldshire. He was the tank. He never had threat. Would rather argue how I was stealing his glory.

It won't work as well as you'd like it to.
WoW has had rp servers since very early days and the majority of people on those servers do not rp. A lot of non rpers play there because they have friends already there or they like the relaxed atmosphere they generally have. Sometimes people lose their taste for rp over time and they stop rping but stay on the server. I honestly don't see how it would turn out any different in FFXIV.
As for transfering to a designated rp data centre, not everyone who loves rp would want to. Many rpers have friends or are even in fcs that don't rp and they may never leave their server. Very few who have a house they love would be so quick to let go of it. And a lot of people actually enjoy the congestion of Balmung. Whatever there is to be said about the server, it is exceptionally alive. Even if the entire rp community transfers to another server it won't feel the same. Many would realise this before transferring so they might not leave at all while others would realise it too late and go back when they can.
I'm not against rp servers at all, but they're not going to cure Balmung's congestion. The truth is SE left it too late. Those free transfers they started at the beginning of SB should have been done YEARS ago. I'm not even sure if SE can fix it now.

In what possible way would this help anything? On the face of it this is a most silly request.
Fix't. Honestly, calling it RP for that game was like saying an adult film star should win a "best actor" award at the Oscars.
I'd find it funnier if SE made an "RP server" or (better yet) "New Players" label and then gave it to nearly dead servers just to see what would happen. WoW did a "New Players" label on one of their servers, and now it's one of the highest-pop servers for the game.
...Or people could stop incentivizing that Balmung is the only place to roleplay and spread the population out among other servers and datacenters. The reason Balmung is so congested is because people keep advertising it as such in the same manner that people advertise places like Gilgamesh being better and the only place for raiding when you can do both things wherever you want to on other servers.
We have actually spread out the RP community, as there is quite a large and thriving community on Mateus as well, not to mention at least one on the EU servers as well. Balmung remains congested because no one is moving off of it, because most of the people there are very well established. Those without many ties to the server, or wanting a change have already left for Mateus and the EU server. There are also decent sized RP communities on Jenova and Siren as well, and pockets of it spread elsewhere. I know Hyperion made some noise recently about their community.
