Not....always? I've had enough experience with RP servers to know this always doesn't happen and doesn't do much to aid in server congestion. While yes it does help organize the RP community, RP servers bring in others that come to the servers for their own reasons. Be it the ones that follow the rpers because most are really calm and chilled low stress players, to the ones who are "RP Lite" players that enjoy the aesthetics part of rp but not the RP part of it. Glamor, nice houses and apartments and everything inbetween. To the players that just want to play on a croweded world so things feel more alive and not a ghost town. Pretty much for all the same reasons Balmung is as packed as it is now.
Also yes I'm on Balmung cause I did do hardcore RP waaaaaay back in 1.0. I long since stopped but I stay for the sake of friends that still play. The only incentive I could get from leaving the server is clicking over to the mog station to cancel my sub for good. Just cos those friends are the only reason I still have a sub, there's nothing left for me in FFXIV other then I like spending time with them.
I have literally never run into someone RPing in a dungeon in my 17 years of playing MMOs so I have always wondered why people think this is such a rampant thing. And I always play on RP servers.I think its either they're making the equation RPer = bad at the regular game or they ran into people (E)RPing in a dungeon one time to often - I dont believe thats anything that happens on a regular basis or anything since most RPers are most likely respectful enough not to take any form of RP into a groupchat in a dungeon

But it's really rare. Only a severly small portion of the RP community goes into pug instances and does RP.
I've rp'd in dungeons before, but like you said, it was always in a pre-made. You don't know how the rest of the pug will react, you're very likely to be kicked, and if you've the majority vote, get the last players, be it through friends or even PF. AFK-kick them later or what not, if you can't run it unsync.
The main issue with this idea is you'd remove a massive portion of the Aether community to it's own corner, effectively killing the data center.
The title makes me feel like the topic poster believes that the people on Balmung are a disease to be purged...
Seconding Vidu's solution, but honestly OP: you're going to come across a lot of people you don't like in any dataserver. I also don't think it's right to segregate people like that. If you have issues with individual players, either block them (go to contacts to block people from your previous runs regardless of servers) and/or report them if they're harassing you.Judging from other posts this OP made, I dont think they're concerend about RPing but rather have a strong dislike for Balmung and its playerbase. Since Cactuar shares a datacenter with Balmung, they probably just want that to change, so they dont have to "deal" with Balmung-people anymore. Thats why Balmung would need its own datacenter, so it would truely be in "Qarantine", as the title asks
Easier solution for the OP: Transfer off Aether. There is a second NA-datacenter. Without Balmung.
Out of my 4-5 years on this game, I have only come across one person who RP'd in a dungeon (it was a tank), and it was via DF... but it was harmless. I had no idea what they were doing at first (cuz I had never seen RP on an MMO beforeI've rp'd in dungeons before, but like you said, it was always in a pre-made. So, I'm guessing the majority of people who do RP in dungeons usually RP in pre-made groups as Billy does. Unless it's like... ERP in public, I think it shouldn't be a big deal.
(Also, I'm currently residing in Cactuar like the OP... and I have seen a handful of players with the RP icons by their names, so it's not like Cactuar is bereft of RPers. I RP as well, but not in MMOs cuz I think people would struggle to differentiate IC versus OOC, but I could be wrong.)
