That really depends on what you mean when you say 'unisex' though. If you take it to mean 'clothes that can be worn by either gender' then we already have examples of gear women can wear that is pretty masculine, most tank and melee outfits. Then you have the RDM and BLM AF3 sets which are honestly flat in the middle. And then you have the examples where male-locked sets were unlocked and can now be worn by women, like the sailor set and the gambler's outfit.
So no, them designing feminine clothes and letting men wear them and calling it 'unisex' is a conscious action because they have designed plenty of masculine outfits in the past. They simply refuse to invest in it, which is a pity seeing how much players want that sort of gear for their female charas.

The bunny outfits were originally a match to the gambler's outfit, but then 1. they added another bunny outfit, 2. unlocked the gambler's outfit. Now we've reached balance again on that front. I personally don't want everything to be gender unlocked, I just want for every set one gender can wear, the other has a match, be it a separate set or that self-same set.
