Nah, CHM would get their potions from the same place BRDs get their arrows. No need to tie to ALC, any more than BRD is tied to CRP.

Inspiration! Seriously, it's not hard to throw together a bunch of pseudo-scientific claptrap that would be laughable in real life but plausible in a fantasy universe. "The DNC's inspiring dance excites the target's chi pathways, accelerating the body's natural healing ability..." and so on and so forth. It's all flavor, and it behaves exactly the same way as a magical cure spell would, but it's not magic, any more than a spear wound is "magic" just because it does the same thing a fireball does.

I do expect, however, that if we get DNC, it will not be a melee healer. It will stand at a distance, just like existing healers, because SE has implemented mechanics in the game that expect healers to be at a distance (for example, Nisi, in Alexander 4 - boy, would THAT be awkward in a party with two melee-range healers!). I suspect that folks hoping for a melee healer like in FFXI will be disappointed! A chakram might be a good weapon for a DNC to perform ranged attacks.
