If you say so.

Even if they would make a chemist, it would not be tied to items. That would be stupid.
"Hey, sorry but X died too much so I'm all outta juice for heals. We gotta abandon before the last boss."
"Hey, I forgot to resupply and I can't heal anymore. Can you kick me so that I don't have to eat the penalty?"
These and the like would make players cringe at the mere sight of a Chemist in roulette. Not to mention...what would it offer for the money spent on healing? Why have that one class cost a fortune just to do its job?
A chemist would be nothing but a flavor. Sure, there are mechanic ideas of "mixing" stuff that are good, but it still would take items out of thin air just for the sake of not being...useless. And use MP or TP as resources for balance purposes.

Pretty much this.. Even DNC would require a mix of both for balance, although both jobs use only TP
Not at all. Call it Chemist, but keep it as an MP based healer. The idea could be that Chemist are trained in the art of aether manipulation, able to construct concoctions based on how they manipulate their aether.
The concoctions would be their main gimmick and the general concept would be foresight and understanding the content with the handicap that with each concoction (up to 3) your Max MP is reduced meaning you have less magic power to work with. Another concept they could add so that refresh isn't a must have is reducing the potency of refresh based on the amount of conctions active, 75% 50% 0%.

If they added Chemist, their skills would obviously be spells/abilities as opposed to actual potions you use from your inventory, if they tied it to inventory it would a catastrophically boneheaded move. Nor would it need anything like ALC to function properly.
Thematically I would love to see Chemist be added as a potential healer, I feel that Blue Mage for tank would be an interesting choice as well. I did think of Time Mage as a potential job but I feel that Astrologian functions very similarly to Time Mage and is one in all but name.
