N'ah, there was an issue where they thought they'd be seen as frightful, I think, and that's what spurred on the Lupin costumes? I mean, I could be misremembering entirely. I wasn't that invested/interested in the Halloween event. As for your last point, maybe you're onto something? But like... if Lupins aren't considered as beastmen - look wise - we definitely should be getting more variety. So far, Lupins look beastlier than... many others.They've got a full fledged wolf head for crying out loud.Well we already had a Lupin in Gridania for the Halloween event and they are treated as normal citizens of Doma (they don't really have a tribe and they are/were even 'conscripts' in the Garlean army, and we all know how Garleans feel about Primals. They'd consider killing Beastmen who have no desire to summon).

I think it's because Lupin actually wear clothes. Shirt, pants and... whatever the hell their boots are. Gloves if they're in the army.
Other beastmen don't really dress up (much). Showing more skin/fuzz/feathers/scales than the Lupin.
That might be so, but the other beast tribes aren't bereft of "sufficient" clothing... Some have robes, some have gloves/armour, etc. Yeah, they show some more skin but I think the main characteristic that differentiates them (look-wise) is that they have more animalistic features than the non-beast races.
Honestly, I would liken the Lupin most to the blue Kojin, because they're both very "domesticated" with very human-like mentalities. I'd expect they'd be treated as more like a beast tribe by SE because they have a lot more blatant animalistic characteristics like the kojin... and yet, Doma seems to see them as citisens. (Who knows, maybe the Kojin will one day become citisens, too? Their "domestication" is in its infancy, after all.)

One is Pete the other is Paul and they both are Lupins yes. Well can you tell which is which?

Change eye colour? Easy.
If you've seen the level 17 cutscene in Eureka, you'd know that Lupin are only really 'furry' around their heads. While still furry around their chest, you can actually see their muscles.
Probably borrow some from Miqo'te and Roegadyn (Au Ra males have a few Roegadyn voices, if I recall) as well as some new voices
Telling the difference between the genders is where it'll be tricky, unless they have a few different features to set them apart from the males (that do NOT make the females more human in appearance like some games tend to do)
Hairstyles is another thing.
I've said this before, all they need to do is add a Lupin mask/helmet and furry fans are good to go. Use the halloween gloves and feet to complete and ta-dah you are a furry! No need to make a whole race out of it, please...
Thats just as terrible of a suggested alternative as telling the people who want viera to just wear the bunny ears.

Honestly if we get a beast race I'd rather it not be Lupin. There's a lot of races with that kind of "Final Fantasy" charm they could base designs on like Burmecians, Ivalice Moogles, Bangaa, Ronso and so on. "Human but with a dog head" is such a generic design it would feel like such a cheap cop-out.
