So you're absolutely clueless about game development. I never said SE is bordering on broke, but it's still a company. Companies care about profit, and having to spend more on development cuts into that profit.
Then again, money was half the resources I mentioned, since I also mentioned time (as in, the time it takes to develop something).
Read Elamys' post, you can't just invite some voice actors over to create lines, and then just drop them into the game. This dialogue has to be written from scratch, fitted into the cutscene, translated to multiple languages, and the voice acting has to be changed to fit with every voice of every race.
To put the last into perspective, each race has 12 male and 12 female voices, at a total of 144 voices (midlanders and highlanders each having their own set), although there's some overlap in voices, so let's say 120 unique voices. These would all have to be voiced in Japanese, English, French and German. Since each patch has some cutscenes with voice acting, that's something they'd have to do every 3.5 months.
