I feel the biggest issue with 7 is that if the normal mode Sephiroth doesn't have a second form it's going to be a pretty dull fight.

It won't. They have said going forward, Savage will have an exclusive second phase encounter. Therefore, it will be Exdeath and Kefka all over again. Admittedly, they should do a little more with the normal variation. Exdeath was good, albeit short while Kefka took forever and wasn't particularly interesting.

They might be able to do a 3 phase fight for savage and 2 for normal. I'm not a fan of the way they've done the normal mode final fights of the raid they've been pretty boring fights. I found Exdeath really dull and Kefka is dull but at least he has nice music.

Do a dual-stage fight for both modes, with a different second stage between them.
Normal could be Sephiroth & Bizarro Sephiroth, Savage could be Sephiroth & Safer Sephiroth.
