While the weekly lockout is in place, it's not such a big deal. People aren't going to waste their one item limit rolling on anything, you go in usually with a specific piece or set in mind. Realistically you're only going to be rolling against maybe one or two other people on any given run.

You’d be surprised. There are a lot of people that get tired of waiting for their desired piece, and just roll on whatever drops that looks like an upgrade. There are also people who just roll on everything and take whatever they want instead of waiting for a drop. And people that roll on things for glamour despite them being an upgrade for someone else. Greed Only + Weekly Lockout makes all of these scenarios even worse.
