The chat is accessible during cutscenes, at least on the pc.

What is the point of helping one demographic of players have a better player experience while worsening the experience for the other demographic? This is just trading one gripe for another.

One demographic is the one this content is intended to while the other demographic worsened the first's experience by forcing them to skip cutscenes or kicking them. The problem is that in order to even get into the instance, the second demographic is required, which is where this so called solution breaks somewhat.

Also accessible on PS4. Just need to start typing if you have a USB keyboard attached, or click the touchpad(first click will bring up the chat window) and then go about how you would normally start typing.
