Should be able to. Base score (something in every slot, no dyes) is 52. Additional 6 points per BiS item and additional 3 points per preferred dye should give you an 82. Just make sure you have a dyeable weapon equipped (some people overlook that).

Also, the Falconer's Boots shouldn't be too much harder to get than the skirt (or at least the mats were readily available on Coeurl, would think a more active world would have a better supply).

What can you sub for the earrings?

Unless you're coming up short for 80, I wouldn't worry about the earrings since you need the specific Platinum Paramour Earrings to hit 100.

They're a 60 craft, and none of my crafters are 60 yet. Most of my limitations come from not finishing HW yet.
