Goblet makeover? Yes please.
Not to undermine the rest of your post, because I can say we are in agreement on to how they can approach the current issues in the goblet. What I do want to point out is that you're right in saying Ul'dah isn't exactly all lavish, I am aware of it. But the "residential" area isn't exactly living up to its standard. Agreed that Ul'dah is very bland to what you'd expect a city with all the money in Aldenard should look like.
Some of the tunnels/ mazes that happen can be annoying, however they could also be great spaces if SE would just decorate them a bit, put in some shop stalls for people to use for RP, just do something with them. Maybe put in some fountains and benches and create some nice private seating areas.
Didn't see it this way. Some gathering spots in them would improve greatly. Adding some good lighting would definitely add charm to those little areas. Same to add some tents and stalls on some of the open areas where people can easily gather.

U'dah is a desert fortress city sandwiched by Garlean forward base at North and aggressive beast-men tribe strongholds at south.
Not to mention the endless internal political struggle and refugee problems.

But then we fall into the part of the residential district being separate from Ul'dah by location, which leads us into another issue:
* The Goblet should mimic Ul'dah aesthetic (which is currently doing so horridly)
* The Goblet can have design cues that add to its aesthetic appeal
I understand your point but the "it fits the lore" thing is...succinctly put: "passé"

By the time you can buy a house, haven't you already destroyed a few of the Garlean bases as well as killed the Primals raised by the beast man tribes. I'd say we should be able to enjoy a little luxury instead of having to live in a community fortress. Personally, I love the Brimming Heart and the canyon walls surrounding the Goblet. I'm just wanting a little bit more of the feel of people trying to come in and make some money off us rich adventurers by having stalls up for us to buy stuff in. Or some nice statues/ fountains to go with the cute little ponds. A few trees here and there to make it feel more like an oasis. Exactly, by the end of 4.2 it is clearly that Ul'dah royal is lacking of any finanical mean to achieve goal that she will do her bidding with the devil for money to expand.
Seems to be pretty solid that they dont have the money to adress house wards for luxury stuffs such as fountain.

2) That has nothing to do with the sultanate's actual coffer and everything to do with politics and spending of the royal coffer looking good on the ledger to get the motion through the obstinate Syndicate Council which would only approve of any measure if it lined their pockets. Ul'dah is still insanely rich, they just choose to only spend on themselves and their own decadence as a cultural thing.
Ya a larger market place would make a ton of sense for a place that is supposed to have excess amount of money. Currently it's like two stalls spaced out and one at the tiki bar in the pool area. Revamping that to be larger and extravagant (and rework some plots around it) would be a good way to continue what was done with the revamped briming heart.
As I said just because it's a desert doesn't mean it needs to be plain and boring, just add some life into it, not make it a thriving forest. Deserts have a life of their own, add some reds and greens, oasis. Lore should never outweigh game design and practicality in a MMO, for single player games it's not as bad.Isn't the design choice of Goblet fit accordingly to the lore?
