I had that many comms long before I had the other requirements met. If you're a tank/healer main, you get comms pretty quickly by simply doing your job and saying hello. It's not a reliable indication of much.
Fundamentally, there's no requirement to actually mentor to get mentor status, because it's automated. That's the root of the issue. You get lots of people who get it by meeting the requirements but have no interest in mentoring, so they use NN as a private chat channel and use mentor roulette to get rewards, and that's it.
There shouldn't be a particular reward for mentoring. You want people who do it because they like helping sprouts, not because it'll get them a shiny thing.
