I suspect you aren't looking at promotional materials.
Go to the Square Enix store and look at the blurbs for the game products. Those are promotional materials. Housing is listed but I wouldn't call it heavily promoted considering it's near the bottom of the bullet points.
Go to the trailers for the various patch releases. Trailers are promotional material. Housing is sometimes included, sometimes is absent. When it is included, it's buried toward the end of the trailer in a 5-10 second segment. That's not heavy promotion. Heavy promotion would be putting it at the beginning of the trailer and giving it a substantial amount of trailer time.
If you look go to the Lodestone and look at the Play Guide, you won't even see housing listed. You have to click on Game Features then scroll down to the bottom of the banner list to find a small plain looking banner for the link to housing information. That's not heavily promoting something.
Patch notes are not promotion materials. They are information to current players about what changes to expect when they first log in after a patch release.
Because housing is important to you, you pay special attention to when its mentioned. Perhaps that's how you get the perception it's heavily promoted even though it isn't.
