Why do only the 3 4.0 lvl 70 dungeons drop weapons?

People like that are why Shinryu was as hard as he was for as long as he was. Nothing like seeing a tank in Shisui armor and no level 70 skill take an Akh Mourn to the face, even with the other tank stacking.

I thought Shinryu Normal was never nerfed? I at least don't recall any nerfs unless it was week 1 or 2 of 4.0.
