It's partially a callback to how real armor was designed (there seems to be a strict adherence to historical inspirations among the dev team) and partially as an artistic shortcut for designing armor sets like the relic armors.
While I don't mind all the long tops we have I would like many more options that are shorter. Crop tops, and such.

I do get the complaint, though, since it can be sometimes hard to work with when the armor keeps drifting lower and lower.

Even with all of the skirts we have the devs are incredibly stingy about giving us many that are knee length, purely leg gear, don't have a odd waist-band, and dyeable. Everything usually seems to either be floor-length or it sits slightly below the crotch. Like, all that I can think of that meets all of that criteria is the crafted versions of the world of darkness gear and the far eastern beauty skirt.
The variety of leg gear and the length of body gear really need consideration.

Or maybe at least some stuff could be tuckable into the bottoms *dreams* But yeah, some of the things I don't understand. How is High House Bustle a top, for example? I'd love to be able to pair the actual top with something else.
Can't tuck shirts into pants, but for some reason pants get tucked into a lot of shoes.
And we casters and healers can sympathize with tanks who just want to show off their pants. With all the long robes and thighboots, you would be forgiven for thinking that mage gear sets just don't come with pants or skirts at all.
