Having said that the ONLY reason those plots are available is because there aren't enough FCs or players who already own a house to fill the small and medium. The other reason is that a small or medium FC / Private house owner was looking to upgrade to large. So in reality no... it did not work.
Lucky for your sever then. Mine the only plots left are small I believe. Think of it like this. If you were a FC or a player who already own a small or medium house then chances are when you relocate you are going to take advantage of the relocation compensation correct? So... there is a very high probability that those in a small will upgrade to at least medium and medium to large. With that assumption in mind that would mean the only small houses being bought would be new FC since the restrictions forbid single player buying currently. Now... each ward has 2 divisions but we will just focus on 1 for now.

What are you talking about? FCs with and without houses have exactly the same chances on getting any size plot. Yes people relocated, but that doesn't change the amount of houses available. Your assumptions are off base and have no bearing in what is actually going on. FC's have the same chance as everyone else (relocaters/FC) on whatever plot they want. Not everyone wants a large house, I didn't relocate my personal house and many others didn't too. Your first complaint was that your FC (which already has a large plot) didn't get the Shiro plot you wanted and now you have gone into a direction accusing anyone who doesn't have a large shiro house is living in a slum..? Just go on a walk you aren't making sense. The actual issue with housing is the limited quantity, now there are more houses and FCs for most servers will be able to have access to FC housing specific content. This is a great step forward, don't confuse the problem with housing and entitlement. Not once did I say any purchased or occupied small plots were slums. My meaning was that while yes... they are opening more wards and such they are also opening a HUGE number of small plots. The problem isn't that we need a massive amount of small plots it's that we need more medium and large. I apologize if my slum comment upset you. Perhaps if they were to figure out a way to balance the small plots vs the mediums and large? And yes... on a personal level with my FC I am a bit upset but I am not only upset for just us. There are plenty of FCs that NEED a large house and didn't get one. Hell I was pissed my own wife was able to relocate from her small house to a large plot IN SHIROGANE!
Outside of garden sizes, and interior decorating capacity. Why would your FC "need" a large house? Are you a large group (50+)? FC centric features like workshop and personal rooms is the same regardless of housing size.
And I just checked lodestone and the FC of the character on your forum profile already has a large estate.

The idea for reservation was like this. Reserve a size... not a specific plot. Pay a fee. They open wards based on reservations. When the wards open give them 2-3 days to secure a plot (fee discount applied). If they don't claim then fee is forfeit and plot goes up for sale as usual.
