If Dualcast became similar to Lightspeed in that it only cuts 5s from the next spell's cast time, I think it'd be a fine system. That way, they can't just spam rezes all the time.

That change would not make much difference. After 5 sec you only have 2 - 3 sec raise cast depending spell speed so you lose at the best 0.5 sec between raises, if your spell speed is 0.
