I'm going to throw this one out there.

Primals look as the viewer perceives them. We're talking aetherial beings made manifest. Lakshmi make look snakelike to the Ananta, and human to the human races (that includes Miquote and Au Rah).

I can believe this specifically in Lakshmi's case (but not, I think, for all primals). Her whole theme is about beauty as a lie and blissful dream over unpleasant reality. It would make perfect sense that part of her ability is that she is perceived by each person who looks at her as their ideal of beauty.
