Eitherway, I don't know any study or any company, people, whatever, that uses (Y,X) instead of (X,Y). Even resolutions are like this. 1920x1080, Width x Height, X x Y.
But in these forums there should be. It seems like this place can even surprise myself =)

Posted already here several publications of actual maps that list their locations as (Y,X).
