DCUO is currently cross-platform with PC and PS4. They wanted to do cross-platform with Xbox, however, due to live restrictions, the deal ended up being Xbox players getting the game but exclusively on their own server separate from PS and PC.
PS+ is not required to play DCUO.
So in the scenario above, we would see Xbox getting their own server to play and Yoshi said 2 years ago they were not doing that. Have things changed? If so they were not in the article

Looks like you need to go back and read the article again. You're info is old and outdated. Microsoft and Nintendo have changed their policies for cross platform play now. What's holding this back is Sony allowing cross play with other platforms. Right now a bunch of games could do it like Fortnite, Rocket League, and Minecraft. But Sony isn't allowing it. So right now games like Minecraft will only be cross platform play with Switch, X1, and PC. Says it right in the article OP posted.
