Of course more people are willing to pay for good looking female gear, when they are given better and more designs than male characters. It doesn't matter what's the population is - It's more the question which gender is ready to pour more of their income into the shop?
And given the galleries of some glamour websites there's a defining trend towards the female characters which the players are more willing to invest in, for fashion reasons, than their counterpart.

Best return per investment. Welcome to business.
We might get Alphinaud's, Hien's and perhaps even Gosetsu's outfit in respectable time, but the females could also could get stuff from Alisaie, Krile and Yotsuyu, making it a 3vs4 deal here when taking in Lyse's outfit as the first costume from a storyline character in this expansion.
And, frankly, I am fine with that. There was a good amount of female cast going here, so I wouldn't be surprised if SE happens to go that way regarding vanity items.
The problem isn't so much the amount of female NPCs so much as how much effort goes into their design. The new raid is the best example, the one girl there got her own unique outfit, while her brother and father got clothes that were existing gear sets in the game. They're limiting their own male glamour potential. Even Hien, as much as I'd like to see it, is a variation of things we've been seeing since Tailfeather.
