Getting rid of 72 man Shatter is more likely to lead to 3 games of 24 man Shatter than one game of each mode.

Giving more reasons to queue for Roulette, Seize and Secure over directly queuing for Shatter is the actual solution needed.

Not really going to change anything. People queue for Shatter due to it being the newest/most rewarding (Mount+Title vs 2 Titles or a Glamour set and title) match type not because it is the easiest.
