I disagree, I like the decision making process, however the ability to save and switch ability sets needs to be made a lot easier before I will see it as a great thing
If we can swapping without penalties like cost of monney or sceal, I don't see the goal to let us choosing between 5 abilities, since 3/4 of them are always needed.
At least, let us choose between 2 abilities like in pvp should be better imo.

It's not much of a process.
I may be biased because tanks have it best IMO. Rampart is almost always used, and provoke is needed when there are tank swaps, but skills like shirk, convalescence, reprisal, Anticipation and Awareness have always been a discussion with my co-tank, and would change as I learn the fight. Maybe I feel like I can drop a tank cooldown in order for additional utility, or perhaps shirk is better to assist with the tank swap. These are questions that make fights more interesting, and I would like to see this system expanded upon.
