taken by Level 1-20 Characters that are in their FC of one member being themselves. The houses are not decorated and clearly are not being utilized.

If they're in an FC perhaps they're using them for airships or even for charging aetherial wheels to take to another FC. Not decorating them doesn't mean they're not being "utilized", just not the same way as you might use them.
