The 50/60 roulette is such a long wait because the EXP typically isn't worth the wait(while I would argue EXP is EXP, and there are things you can do while waiting for it to pop).
I've been leveling SAM and I feel your pain.
The issue with setting it up as you suggest is that 51-59 and 61-69 are all part of leveling. Part of the reason leveling pops so fast for 60+ DPSers is because so many people grind out SB dungeons, removing that from leveling roulette wouldn't help overall, it would just make a new roulette that people run more frequently.
I would be in favor of separating 50 and 60 roulettes though, while at a glance this might seem like making longer queues I think it would help overall. Once I got past 63 I stopped doing this on my healers because on the off chance I got a level 50 dungeon it was basically no exp.
But yeah at the end of the day grind out some beast tribe quests or hunts, at least then you're still being productive. Or Netflix.
Also leveling roulette has an added incentive outside the daily chunk of experience for tanks (and possibly sometimes healers) with the cracked cluster for adventurer in need. I don't see them dividing up the leveling roulette into level categories, it defeats the purpose of the roulette, which is to group people up in a random dungeon or encounter so that people who queue for a specific instance don't have to wait, possibly forever, for other people to queue for that same instance.
Really, they should just add the cracked cluster for adventurer in need to the 50/60 roulette as well.
If only that were the case everywhere. When I did my leveling roulettes for my BLM, I got nothing but the lower(pre-Heavensward) dungeons, with the exception of twice when I got Shisui at level 64, and Castrum at 69(which got me to 4.4k from 70)
One thing I've been doing that actually seems to have faster queue times, for some reason, than queuing for 50/60 is just queuing for the dungeon closest to my level and running that. The exp is pretty good, and the queue time seems to be faster than the roulette. Not sure why, but it always pops faster when I select an actual dungeon than the 50/60 roulette.

I have grinded them out as a healer at this point (all 70) and I virtually always got SB dungeons, but now as a SAM (so by default 50+) I have gotten Brayflox NM 3 times in a row. I wonder if more tanks/healers aren't queueing for the higher level dungeons for some reason and that's why I was always thrown there as a healer once it was an option.
A mystery we will perhaps never understand.
So I wasn't the only one, cool.
Could also just be my luck. Back when I was leveling my WAR in HW, I got Cutter's Cry for 90% of the leveling roulettes I did as WAR once I reached that level. To this day I still despise it(especially since I had to solo the Chimera from ~30% most of the time).

But at least with leveling they adjust your dump of XP at the end for doing low level accordingly so its almost always worth it even if you get Copperbell alot (Which has been my luck lately)
The dump at the end of 50/60 just isnt as good so its way less worth it to run.
