The housing is a mess but as a long term player i can not and wont pay rent on a house i paid for because some people missed out.

It is bad it does need fixing and it should have been instanced just don't punish the people who got a house genuinely.
If you play the game regularly, even casually, the aforementioned system would be negligible for upkeep of a home, and is designed to put finite resources back into the game so people that pay a sub but don't play, don't just sit on a plot for 6 months somebody else could have been enjoying it.
