Roulette mounts fly and you get Clusters if you end up in Sastasha, i have no idea why you're asking this question.

This isn’t a FF14 issue, this is an overall MMO and Tabletop RPG issue.
bandaids are important, bandaids exist in real life and are used all the time, you can't discount something just because it's a "bandaid".

Those questions are easily answered.
1a) because those roles have additional responsibilities and many people don't like responsibilities when playing a game
1b) they do but that doesn't mean they don't want a change of pace some of the time.
2) they blame them for slow runs or wipes.
3) this is an MMO some people like playing with their friends. unless i really need to cap something, i'm not going into roulette solo.

those questions are answered but they are not solvable so you can only apply bandaids of varying size and shape.
