Hunts are unique beasts (pun intended) since they are intended to remain relevant content for max level players. The issue is since we out scale them so monstrously now, they die in seconds. ARR hunts can basically be solo'd now, which means if you aren't there instantly whenever they're called, you won't make it. More than a few people have suggested either scaling players down whenever they engage a hunt mob or scaling them up to max level. I don't see why the open world would need to be changed since it isn't meant for high level players whereas hunts are.
