it's nothing different from not having 4 abandon stacks before berserk in 3.x. War is lacking utility compared to pld, but their difficulty is fine. It sounds to me you just don't know how to play it. No offense, but do you even raid with war?

i mean i get it you're maining a pld and it's normal if pld player doesn't want the other tanks to get better because it will disturb their guaranteed raid spot but yeah they still need some fixing
they're not as punishing but it is still harder to pull off than others
