No, I've noticed it even when nuking stuff solo. But I've had them occur in all sorts of parties too and I'm sure they didn't all have bards

You must have had food on with direct hit then because with base direct hit (364) there is a 0% chance to direct hit.

As a dps I can still take piety and tenacity with both having effects. It will just be extremely ineffecient to do so, but the stats still have an effect your character because they are not spec locked in any way. They just don't have effects that are necessarily useful for the job you are playing.

If you look in the stats screen and mouse over tenacity or piety it specifically says only applicable when role is tank/healer and they are under a special role category, direct hit is not.

Tenacity is still the best stat for your buck imo. At least up to a certain point. I run 1900 tenacity and 840 DH. Take less dmg than most and still put out 2.5-3k depending on how much I need to be in shield oath. Don't really care if I parse top 10 for tanks. I care that the bosses die. That's what matters

The issue is that not every tank thinks like you. Every tank that was willing to run with full STR jewelry (some still do I suppose) in the past will attempt to stack DH simply because it works and is so effective, while minimizing tenacity as an inferior dps option.

Doesn't bother me since I don't pug with tanks in content that needs vit jewelry, but when something can be abused someone will do it. Personally I was surprised when 4.0 dropped that only Piety/Tenacity were locked, when they called Direct Hit a DPS-only stat during the pre-SB live letters.

But while having no direct hit on gear gives you a 0% direct hit rate, if tanks and healers do have direct hit on their gear, such as old gear or through melds, it does have an effect on them.

This is incorrect. Even with no direct hit melds, you still have your base 364 Direct Hit, so there's still a chance a healer's or tank's attacks will land a direct hit crit, albeit it's extremely small.
