I don't think you should be able to change your name. The one reason why I don't think it should be allowed is because all the jack arses that ruined there reputation on the server they currently reside will have a free witness protection program.

and? They would then just ruin their reputation again. Depending on how big the jackass it would probably be in a matter of days.
