No, you must have misread something. You are mistaken. Pets for the sake of having pets should stay in houses.
I would like DRG to have a pet wyvern again because it was enjoyable fighting alongside it in XI. I can't see DRG being any other way.

Then made it a mount/buddy and not a pet.
This is FF XIV, not FF XI
Of course you can not have both dragon and chocobo then
