Well, if he has a co-healer, it's doubtful it's dungeons. So they probably meant either the Ex primals or Omega.
Regardless, healing is a team effort, and if that WHM was so concerned with being 95th percentile...well, vast majority of those parses are padded anyways.

Seeing the O3S comment--V3S and V4S basically require both healers to actively heal first, then worry about DPSing later. Especially if this is strictly progression, and not a group with experience/a lot of kills under their belts. So that WHM was definitely at fault for thinking that content can be solo-healed this early on in the tier when very few are able to "out-gear" it by any current gear standards.
