Increase xp for open world mobs so its fastest way to get xp

Pretty much 0% chance of happening, since I'm fairly certain when 2.0 was in development Yoshi-P said he didn't want grinding random mobs to be the fastest way "anymore" (I guess it was back in the 1.0 days?)

From what I've heard and vaguely remember, you'd run out of leve allowances too quickly and levequests would give too little XP, so you just had to spend most of any given level grinding.
