Actually at one point i viewed impact as lower priority than stone/fire but its not. You only use it when you have 0-1 procs available. Say you have verstones proc. Mana 60 30. Using that verstone proc is going to make your next 2-3 next black spells be reduced half. Instead, using impact to fish for verfire would be the better choice. Impact. 64 34. Verthunder. 64 45. Ideally, you should be using acceleration as it comes up. If no procs are available and you must jolt II, instead burn swiftcast to gamble for a proc. 50% chance of getting one at no cost to you really. Swiftcast on a dualcasting RDM is more like a second chance. :]
