I'm sorry but I have to agree and echo with others have said.
If you wish to fight the final boss of O4S, then you should attempt to try it with PF/RF.
(I don't think you can PF Savage at this time though.)
Savage is literally accessible to everyone in the game, if you have the time and patience.
Make a date to see when you can try it if you really wanna play it. ^^
P.S. The new Savage is actually easier than you think, so it may not be THAT hard to run it and see how you feel on it.
Even so, give it a whirl so you can at least try the boss for a while even if you can't clear it. You can still have fun.
The best players in the world get there on day one and everyone is sure it isn't that hard.

That isn't good enough. I want to go in there now with my other friends who are also, for whatever reason, not able to raid. No, the devs learned that there needs to be a carrot to draw people into raiding. This is their first shot and I welcome it. If you can't get to it now, you can do it in later patches as we out gear it and in 1.9 years, out level it.
SE please don't let this become a thing and please add the missing portion of the fight to NM.
You can not like it all you want, but that doesn't change the fact that they're not going to accommodate this. Like Hyperia said they need incentives to get people to push progression and this is one of the ways they do that. Not liking it personally doesn't mean much in the end.That isn't good enough.
