Yeah, they do still need help, but it's still an improvement, and they managed to do it without gutting PLD. I'm curious how much mana Quietus will actually restore, may have to level my DRK and play with it.Dark Knight needs a lot more attention than they got. They still have mitigation and DPS concerns compared to the other two tanks with not enough utility to justify it, and SE seems to just be plugging their ears in regards to this job. They don't even really mention them, it's almost always PLD or WAR.

In a perfect world, it would give back the values of MP Blood Price used to so that you can be pretty liberal with Dark Arts Abyssal Drain, since they didn't see fit to address DRK's passive mitigation on non-tankbusters and this change is clearly aimed at multiple mobs and dungeon content rather than raid stuff.
I feel like they want you to be able to do SOME DA-AD with this change, but they clearly don't want the ability to spam it as much as you could in 3.x. I haven't gotten my DRK up to the level of Quietus, so I don't know how much you can spam it during Blood Price, I doubt a single quietus will give you a full DA-AD, but if you can do it every 2 or 3, that may work.
