Alright, I'll try to make something here actually on topic.
Originally, well before Stormblood was previewed, some friends and I were talking about potential expansions. In particular, I wanted to explore the fringes of Eorzea prior to Ala Mhigo, focusing on the deep Shroud, far desert areas (I had not expected Ala Mhigo to basically just be more Thanalan in itself), and some very interesting places to the North, in sort of this mysterious near-Sharlayan area. That last area in particular lent a lot to the sort of mind****y feel to this proposed expansion. In that area there was a Beasttribe for whom cultural thought to a degree became reality within their set area. If they determined that the idea of a dragon with a small wingspan flying was laughable, one that could in fact fly just before entering their valleys would then quickly be reduced to gliding or plummeting from the skies. Their ancestral aspects and beliefs warped their own features, such that although each tribe may be genetically identical, they looked like vastly different beastmen.
The Viera, or an iteration thereof, was one such tribe who understood the subtleties of the Vale, and its transformative logics, and were encouraged to pick their own connections to given other tribes for themselves, becoming sort of... moderators among the peoples of the Vale, and the keepers of its mythic beasts, whose characteristics changed with the peoples', and the beasts' own, thoughts and stories, or grudges and connections respectively. They were at once part of the other tribes, or the aspects to which those tribes had connected, and their own central Viera tribe, sometimes accepted, sometimes only half-accepted, but dutiful and loyal regardless. The Viera tribe, therefore, was your gate-way into the lore of the Vale, and allowed for the player to essentially become Viera, with time and quest progress, thereby forgoing the need for Fantasia but requiring context for its own (player) introduction.
I thought playing FF12 The Zodiac Age would quell my need for Viera but it's only fanned the flames~

And yeah on topic, i think it would be fairly easy to create lore for them. We've got a lot of map that has yet to be explored. And depending how this new 24man raid plays out, they might even already exist on hydaelyn's "ivalice"
The Au Ra obviously started out as Viera in concepts before the Dragon-like aspects became prevalant. There was a phase between Viera and Au Ra that was more beast (see the Lupin) but my guess is the reason why these were rejected earlier was due to the feet.
If you play any Au Ra female character, they have heels. Even barefoot.
My guess is that if they ever do the "return the Ivalice" 24-man raid, they may have their excuse to put Viera in. Even if not a playable race.
That said, the over-arching game plot is that this world is one of several, and the quickest way to put them in, directly is that they are on a continent that we haven't seen yet, and that the first one we see in the game will likely be one we find somewhere that the Eorzeans haven't been to in centuries.
They added bunny ears to the gold saucer for a reason.
If you want to be a bunny girl so much, just wear the ears.
I wouldn't mind a Viera race if they actually make them with Fran build. Tall, slender yet still proportioned. All I want is a slim tall elegant proportioned race. I don't care about the bunny ears, I'd say they are cherry on the cake.
If they make it another clone of short cute waifu Miqote or AuRa, I'd say don't even bother. lol I was so disappointed at how AuRa girls turned out. Oh well.
Just because you don't like a race doesn't mean it's a bad idea to bring it into the game. Also, you may have noticed, but a large chunk of XIV is all about fan-service. Honestly, they wouldn't be any worse than miqo'te or au ra. Cutesy little characters with a few animals bits slapped on.

No. No they did not. Mammalian demi-beastmen was part of said vote you are referring to, in which Viera was used as an example to explain what that category was. Stop claiming this bs narrative as fact.
Yoshi-P stepped out to talk about it due to concept art being shown that he didn't want shown. Said concept art being that of the Au'Ra being drawn as Viera.

The devs themselves even drafted up pages and pages of concept art, the best of which was released in the Stone and Steel artbook.
